Anticipated Vacancy: Director of Educational Resources (1.0 FTE)
LOCATION(S): CTI
GENERAL STATEMENT OF JOB: Under limited supervision, perform a variety of supervisory and administrative tasks in directing the staff development activities at Dutchess BOCES and in its 13 component districts. Employee is responsible for assessing county wide staff development needs, setting specific goals, developing training programs to meet specific needs, and evaluating the effectiveness of implemented programs. The Director assists districts and schools with identifying existing internal and external development opportunities and assists the Assistant Superintendent for Curriculum and Instructional Services and the Dutchess BOCES Cabinet with developing strategic plans for the agency.
TERMS OF EMPLOYMENT: Full-time, 12-month, tenure track, district-level administrative assignment. Competitive salary; negotiable based on qualifications and experience. Full complement of health benefits
REPORTS TO: Assistant Superintendent for Curriculum and Instructional Services SUPERVISES: Professional Development Specialists, the Grant Specialist, and Coordinators, Model Schools Staff, the School Library System, and clerical staff.
QUALIFICATIONS, EXPERIENCE AND COMPETENCIES: NYS Certification as a School District Administrator (SDA), School District Leader (SDL), or School Administration & Supervision (SAS). Master’s Degree in Education. 5 to 7 years of experience teaching including program coordination. 3 to 5 years of experience as an administrator strongly preferred. Prior experience planning and delivering Professional Development required Strong Knowledge of all current NYSED initiatives including, but not limited to, MTSS-I, Literacy and Numeracy, STEPs, Regionalization, and NY Inspires. Strong written and verbal communication skills. Strong technology skills. Excellent organizational skills and attention to detail are required.
KNOWLEDGE, SKILLS AND ABILITIES: Considerable knowledge of internal and external resources for staff development. Considerable knowledge of current literature, trends and developments in the field of staff development. Considerable knowledge of the principles of supervision, organization and administration. Skills in supervising and coordinating large programs. Ability to assess system-wide staff development needs. Ability to set high level goals and develop long range plans. Ability to develop, implement and evaluate training programs. Ability to develop, implement and evaluate curriculum and instruction. Ability to maintain complete and accurate records and to develop meaningful reports from them. Ability to use common office machines and popular computer-driven word processing, spreadsheet and file maintenance programs. Ability to communicate effectively both orally and in writing. Ability to establish and maintain effective working relationships
Requirements
DUTIES AND RESPONSIBILITIES: General Administration/Management
Conducts various needs assessments to determine Professional Development needs at the agency and district levels; delivers specific staff development goals; delivers system-wide Professional Development programs for all staff; assesses effectiveness of training. Assists the Assistant Superintendent of Curriculum and Instructional Services with developing, implementing and evaluating curriculum and instruction in the agency; assists with the design of strategic plans for various programs. Assists districts and schools with needs assessment and development of their professional development plans, and in identifying external and internal resources for staff development, including instructor-led training and self-study material. Works in leadership capacity as part of teams working to increase student achievement. Provides research-based guidance on the development of student-centered instructional models, rigorous and relevant curriculum and instructional practices to promote student engagement, and strategies for collaborative and date driven decision making. Coordinates initial implementation of various innovations within the system as designated by the Assistant Superintendent for Curriculum and Instructional Services. Participates in regularly scheduled agency and division meetings as required. Independently and collaboratively creates and plans course offerings for agency and district personnel. Oversees the maintenance of the online Professional Development system and catalog design. Supervises and supports Professional Development Specialists and Coordinators in their planning and delivery of professional development to BOCES staff members. Supervises and conducts personnel administration duties for direct report subordinate(s) including evaluating, assigning special duties, monitoring attendance and granting leave. Facilitates the planning and tracking of training sessions, develops and communicates registration procedures, ensures facility availability and readiness, facilitates communication with session participants, and coordinates other elements involved with the planning and delivery of professional development activities. Reviews grants, disseminates information, and supports application for grants, as a consortium or for the agency, which are linked to district-specific, regional, and NYSED initiatives. Reads professional journals and research papers; attends seminars, conferences and workshops to continuously update professional knowledge.
Fiscal Management and Leadership
Develop, implement, and monitor budgets for the division. Develop, submit, implement, and monitor federal and other discretionary, competitive, or formula grants for student services programs.
Program Administration
Provides oversight for county wide student programs including Model UN, Summer Scholars, Debate Team, P-TECH, Summer Regents Administration, etc. Evaluates student programs and make recommendations for improvement. Collaborates with the Assistant Superintendent of Curriculum and Instructional Services to facilitate Regional Academic Summer School Supervises the BOCES Home Schooling Service and the Virtual Learning Academy
EVALUATION: The Director’s performance will be evaluated annually by the Assistant Superintendent for Curriculum and Instructional Services.
