STATEMENT OF THE POSITION
The CSE Chairperson is responsible for leading and managing the special education referral and evaluation process, facilitating Committee on Special Education meetings, ensuring compliance with state and federal regulations, and supporting the development and implementation of Individualized Education Programs (IEPs) for students with disabilities. This role requires strong knowledge of special education laws, excellent communication skills, and the ability to collaborate effectively with families, educators, service providers, and school leaders.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Key Responsibilities
Coordinate and chair all meetings of the Committee on Special Education (CSE), Subcommittee on Special Education, and Preschool Committee on Special Education (CPSE) as required.
Ensure compliance with IDEA, Part 200 of NYS Regulations of the Commissioner of Education, and district policies and procedures.
Guide the team in developing appropriate IEPs, ensuring that they are educationally sound and legally compliant.
Oversee the timely completion of evaluations, reevaluations, and annual reviews for students with disabilities.
Collaborate with psychologists, related service providers, teachers, and administrators in planning and providing services.
Maintain accurate documentation and data reporting in alignment with NYSED requirements and district procedures.
Communicate effectively and sensitively with parents/guardians regarding their child’s services, progress, and rights.
Facilitate conflict resolution and support effective communication among all CSE stakeholders.
Monitor student progress and service delivery to ensure programs are meeting student needs.
Assist in the training and professional development of staff regarding special education processes, regulations, and instructional strategies.
Conduct reference checks on potential special education teachers within the District
Requirements
NYS certification as a School Administrator and Director or School District Administrator;
Demonstrated ability in management and administration;
Knowledge of and experience in applying accepted education theory, methodologies, and practices;
Knowledge of federal and state regulations governing the education of students with disabilities;
Prior experience chairing CSE/CPSE meetings
Strong understanding of NYS special education regulations
Experience with IEP management systems (e.g., Frontline, IEP Direct)Ability to work collaboratively as an effective and contributing member of the administrative team;
Excellent written and oral communication skills;
Ability to plan, organize, and effectively manage time.
